Sydney Airport Demand Management Amendment 2024
✦ Plain-English Summary
# Sydney Airport Demand Management Amendment 2024
## What it does
This bill updates the rules that control how many flights can land and take off at Sydney Airport. It changes the focus from just limiting flight numbers to also "optimising" how the airport operates—meaning making better use of available slots while managing disruptions when things go wrong.
## Why it matters
Sydney Airport is Australia's busiest airport, so these rules affect flight availability and pricing for millions of passengers. Better management could mean more efficient operations, fewer delays, and potentially more flight options—though it could also mean tighter enforcement of rules for airlines.
## Key details
- **What changes**: The law now includes "recovery periods" to help the airport manage disruptions (like weather events or technical issues) without immediately losing flight slots
- **Who enforces it**: The Slot Manager gets clearer powers to manage exemptions and how airlines use their allocated flight slots, with civil penalties for misuse
- **When it starts**: The changes come into effect when the Governor-General gives Royal Assent, though the detailed amendments have up to 12 months to be activated by government proclamation
Official Description
Amends the Sydney Airport Demand Management Act 1997 to: enable the minister to declare a higher maximum movement limit for a strictly limited period to assist in managing certain disruptions to operations at Sydney Airport; provide for the minister to make the Slot Management Scheme, rather than the Slot Manager; modify the compliance regime in relation to slot misuse, including establishing civil penalty provisions and changing the role and functions of the Compliance Committee; and provide for information management obligations.
